Course Objectives: Examining the social and legal implications arising out of developing technologies (namely the information technologies), discussing the competence and sufficiency of existing legal frameworks in response to these implications especially on the basis of fundamental rights and freedoms.

Learning Outputs

The students who have succeeded in this course;
Learning about societal and legal effects of developing technologies (eg use of AI for different purpose in public and private sectors, algorithmic decision-making mechanisms, surveillance etc)
Learning the existing legal frameworks for the above-mentioned implications
Learning about upcoming legislations on information technologies, such as the Draft EU Artificial Intelligence Regulation and Draft Directive on Improving Working Conditions in Platform Work

Course Content

Legal issues such as the definition of technology, its purposes, the development of information technologies, freedom of expression, new dimensions of privacy and data protection rights, discrimination created by artificial intelligence, automatic decision mechanisms, inhibition of freedom of will.
